He was born on August 26, 1968, at the “Pata de Bravo” site in the Chone canton of the province of Manabí. His father wanted him to dedicate himself to cattle, however Cedeño, after sharing his motorcycles and martial arts hobbies with a group of friends, decided to record a movie in 1995 as he spends time with a camera with which he recorded wedding events . The film came to be seen throughout the city of Chone, so Cedeño was encouraged to continue with more productions. Until 2013 Cedeño already had five films to his credit, with themes full of violence, blood and sexism, with the hired killer being the dominant theme. Due to the lack of budget to buy bullets, they decided to use real bullets in their first productions, the actors were people from the city and friends of Cedeño, who has also acted in all his films. His films had a very poor aesthetic, performance and cinematographic management. Sicarios Manabitas, 2004 film, is considered the best-selling film in Ecuador with more than 1.2 million copies including pirated copies nationwide according to the book Ecuador underground by Miguel Alvear and Christian. The film got to be projected in New York. Nixon Chalacamá is the protagonist of most of Cedeño's films and who, in the absence of extras due to the risks he takes, has had several dangerous experiences. The former president of Ecuador, Lucio Gutierrez, has participated in one of his films playing General Enrique Gallo, another former president. In 2013, he released the movie El Ángel de los Sicarios, where Javier Pico played the leading role, the first low-budget film to reach the Ecuadorian Cinema exhibition in New York, and which won the award in the category Best Production for Physical Support, in the first Colibrí awards of Ecuadorian cinema
